NH Dog Breeder Bill HB 1624 Update

Posted on January 30, 2010

HB 1624 is moving on to the House floor with a 12-1 recommendation from the House Agricultural Committee that the bill is “Inexpedient to Legislate.” This means that they do NOT support this bill. The bill will go up for vote probably on February 10th and can be overturned on the House floor (ie. be passed).

For more information on HB 1624 please swing over to NHDogs.org. The hard work by Dog Owners of the Granite State is only part of what is required to prevent ridiculous animal legislation in our state, your support and involvement in the legislative process is crucial to their success. Please contact your representatives and voice your opinion regarding this bill.

HB 1624 unreasonably and unnecessarily limits the rights of both dog breeders and dog owners in NH. The bill uses an arbitrary number to define a limit on how many dogs can be adequately cared for by an individual and by a breeder. The bill prevents any person from owning more than 50 dogs and classifies any individual who owns 10 or more intact dogs as a dog breeder and subjects them to all regulations including inspections as required by pet stores, shelters, and commercial breeders even if the individual is breeding out of their own home. This means that a public representative such as SPCA, animal control, or any other individual elected by the state can enter your home for search an seizure of your private property. The bill defines the age of maturity in a dog as 4 months of age, an age which is far too young to consider spay/neuter surgery which would have extreme negative consequences on the health and well being of the animal. The bill defines adequate caging and exercise requirements without regard to the breed of dog, size of dog, or the needs of the individual animal. The bill will be a burden on the state financially in terms of oversight and enforcement and is completely unnecessary based on current legislation which adequately regulates the breeding of dogs within the state already. Furthermore, this bill will do nothing to prevent puppy mills from entering the state and will put good, responsible breeders out of business.
